ALLAYING fears of ejection of about 670 families in Purok Malipayon, Barangay 35, representatives of the Presidential Commission on Good Government (PCGG) Thursday told the concerned residents along with village chief Manuel Huelar Jr. that their agency will help them facilitate the transfer of ownership of the land to the present occupants.
During an orientation at the Bacolod People’s House, PCGG consultant Ribonnette Rodriguez-Aguilar said the 4.6-hectare property in Barangay 35 (formerly Martel property) along the reclamation area is registered under the Republic of the Philippines.
Aguilar said the residents could acquire the property they are presently occupying through the Community Mortgage Program (CMP), a program of the Social Housing Finance Corporation (SHFC).
She said they have to register first with the Housing and Land Use Regulatory Board (HLURB) as an organization and negotiate with the PCGG.
If they agree on the price, they have to submit their requirements to the SHFC in order to apply for CMP, Aguilar said.
“Now that they know what CMP is all about they could make an educated decision on whether or not they would want to go through with this,” she said.
They will be buying a property which they will in turn mortgage to an agency as collateral for their loan, she added.
SHFC vice president Maria Rosalie Richa said that if the landowner and the Commission on Audit agree on the price, it can be enrolled as loan application in social housing.
The maximum ceiling for land acquisition is about P90,000 for each resident.
Huelar said they are happy that the PCGG representatives came not to eject the residents but to help them acquire the property they are occupying.
They hope to negotiate for a lower the price because the PCGG representatives understand that the residents have meager resources, he said.
“The ball is now in the hands of the residents on how they can hasten the processing of the requirements based on the three processes or steps provided by the PCGG,” Huelar said.
If they could process their documents early and this will be approved before the year’s end, they could already own the property by next year, he said.
