THE P8-billion mega dike project in Cagayan de Oro City is nearing its approval in the Palace as the National Economic and Development Authority-Northern Mindanao (Neda-10) approved the proposal at the Investment Coordination Committee (ICC) level early this week.
The ICC is spearheaded by Neda and participated by the undersecretaries of the different agencies. The cabinet committee will be headed by the Department of Finance secretary and co-chaired by Neda.
Neda-10 regional director Leon Dacanay Jr. said the Flood Risk Management Project for Cagayan de Oro River (Frimp-CDOR), or the megadike, may start next year and is expected to be finished in 2021.
“Yes, the project has been already approved in the ICC but we still have to wait for the next stage of it. They will deliberate on the project,” Dacanay said.
Frimp-CDOR aims to reduce and prevent massive flash floods that occurred on December of 2011 and 2012 caused by typhoons Sendong and Pablo, respectively.
However, the project will affect 15 vilalges including Macasandig, Balulang, Carmen, Kauswagan, Puntod, Macabalan, Bonbon and some urban villages along the Cagayan de Oro river.
The construction of the megadike would start in Balulang at the western side and in Macasandig at the other side and would end at the mouth of the river at both sides.
“Most of the residents who will be affected by the construction are in the no-build zone. Communities who will be identified that will be affected by the construction, i-didiscuss pa ‘yon. There will still be consultations every now and then. If you will be affected, you will be compensated or you can go to an offered resettlement location,” he added.
The Department of Public Works and Highways-10 (DPWH-10) estimates its cost at around P8 billion—P5 billion for the civil works and P3 billion for the resettlement.
Sandra Flores, spokesperson of DPWH, said the Japan International Cooperation Agency (Jica) has conducted studies and is willing to fund the project.
“Depende na ‘yon sa DPWH basta ang costing is P8 billion. Pwedeng kukunin ‘yan sa Jica, Korean, American, depends. Hindi pa kasi na-apruba, so hindi pa nade-deliberate kung saan ba pwedeng kukunin ang funds para sa project,” he added.
