Baguio mayor forms grassroots budget team

BAGUIO Mayor Mauricio Domogan created a team to oversee the implementation of the priority poverty reduction projects for the calendar year 2014 under the Grassroots Participatory Budgeting Process formerly called the Bottom-up Budgeting.

This is in line with President Benigno Aquino III's pursuit of the Philippine Development Plan's goal for inclusive growth and poverty reduction as well as promoting good governance.

"GPBP is an approach in preparing the budget proposal of agencies concerned taking into consideration the development needs of the local governments as identified in their respective local poverty action plans that will be formulated with strong participation of basic sector organizations and other civic society organizations," the order said.

Secretary to the Mayor Rafael Tallocoy is the action officer of the GPBP Team with members Councilor Lourdes Betty Tabanda, City Planning and Development Officer, City Budget Officer, City Social Welfare and Development Officer, City Environment and Parks Management Officer, Department of Education Division of Baguio City head, Public Employment

Service Office Manager, Health Services Officer, City Engineer and Social Service Division head are the corresponding alternates.

It is duty of the team to call a meeting regarding updates on the implementation of projects under GPBP, facilitate the implementation of projects, coordinate/consult with the agencies concerned where projects under GPBP are lodged, monitor implementation of projects and undertake such other functions related to the tasks.

Domogan stressed this concept provides a perspective of allowing the civic society organizations and basic sector full participation in planning and budgeting to strengthen the delivery of basic services in the communities. (Jho Arranz)
