2013 SALNs of Capitol officials released

PROVINCIAL Board (PB) Member Peter John Calderon has the most number of relatives in government service among provincial officials.

Calderon, who posted a net worth of P14.98 million last year, listed nine in his statements of assets, liabilities and net worth (SALN) for 2013.

His father Emerito is a councilor of Samboan town, while his brothers Raymond Joseph and Emerito Jr. are the town’s mayor and vice mayor, respectively.

Danao connection

Danao City Mayor Ramon “Nito” Durano III is his uncle, while Danao City Vice Mayor Ramon “Red” Durano VI is his cousin.

Representative Joseph “Ace” Durano (Cebu, 5th district), Sogod Mayor Lissa Marie Durano and PB Members Jude Thaddeus Sybico and Carmen Remedios Durano-Meca are also his cousins.

Governor Hilario Davide III has seven relatives holding various positions in government.

They are Noreen Davide-Salas, an executive assistant at the office of Court of Appeals (CA); Justice Japar Dimaampao, his cousin-in-law; and Chief Supt. Josephus Angan, the governor’s brother-in-law and current director of the Police Regional Office 6.

Davide’s first cousins Cecile Dumdum and Agnes Zafe work at the Department of Foreign Affairs and the Bureau of Internal Revenue, respectively.

Conjugal wealth

His other first cousins Adeline Ivy Cid and Maybelle Ann Perez also work at the CA Cagayan de Oro Station and Supreme Court, respectively.

The governor declared a net worth of P14.93 million. Majority of his wealth comes from conjugal properties totaling P11.45 million.

These include cash in bank amounting to P4.56 million; his wife Jobella’s business account, P3.92 million; and two vehicles worth P2.219 million, among others.

The Davides have a condominium in Taguig City worth P3.38 million; a house and lot in Mandaue City, P3.2 million; a residential lot in Mandaue City, P763,000; a residential lot in Cebu City, P600,000; and agricultural lot in Cebu City, P14,880.

Under business interests and financial connections, the governor declared ZL Angan Development Inc., his wife’s family’s corporation in Tagbilaran City, Bohol.

PB Member Thadeo Ouano, who posted a net worth of P10.92 million, listed six relatives in government.

His son Alfred Francis serves as his chief executive. His daughter Emmarie Dolores Ouano-Dizon is a councilor of Mandaue City. Thadeo’s sisters Liza Icalina and Irene are captain and councilor of Barangay Opao, Mandaue City, respectively.

His sister Dr. Rosemarie Tirado is Mandaue City health officer, while Opao, Barangay Councilor Andrew Icalina is his nephew.

Debt-free officials

PB Member Arleigh Jay Sitoy, who posted a net worth of P71.10 million, has four relatives in government.

They are Cordova Mayor Adelino Sitoy, his father; and his uncle Celedonio, barangay captain of Gabi, Cordova.

Cordova Councilor Ximgil Sitoy and Cordova Vice Mayor Mary Therese Chiu are Arleigh’s cousin and half-sister.

Meanwhile, Vice Governor Agnes Magpale and PB Member Christopher Baricuatro registered no liability in their SALNs for 2013.

Magpale posted a net worth of 57.38 million, up by over half a million from 2012 (P56.73 million).

The bulk of her wealth comes from real properties, which totaled P17.8 million. These include a condominium unit in Manila worth P5 million; a condominium unit in Las Piñas, P1.3 million; a residential lot in Banilad, Cebu City with an assessed value of P2 million; a house and lot in Danao City, P3 million; a house in Banilad, Cebu City, P5 million; a commercial lot in Danao City, P3 million; and a beach resort in Danao City, P.5 million.

Magpale’s personal properties include cash in hand and in bank amounting to P18 million; furniture, paintings and jewelries, P2 million; and investments, P17.33 million, among others.

RA 6713

The vice governor listed three relatives in government: her son PB Member Miguel Antonio Magpale, her brother Cabinet Secretary Jose Rene Almendras and her cousin Danao City Mayor Ramon “Nito” Durano III.

PB Member Baricuatro posted a net worth of P5.19 million, which included a residential lot in Las Piñas worth P2.4 million; a house and lot in Las Piñas, P2 million; and agricultural lot in Imus, Cavite, P300,000.

The Office of the Ombudsman Visayas only released the SALNs of seven PB members on Monday.

PB Member Grecilda Sanchez posted a net worth of P46.03 million; Alex Binghay, P24.06 million; and Miguel Antonio Magpale, P2.8 million.

Republic Act (RA) 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, requires all government officials and employees to submit declarations under oath on or before April 30 every year.

Charges

The declaration should include the public official’s assets, liabilities, net worth and financial and business interests, including their spouses and unmarried children under 18 years old living in their households.

Under the law, government officials and employees are also required to file their SALNs within 30 days after assumption of office and 30 days after separation from service.

Rule VII, Section 2 of RA 6713 also requires elected officials to identify and disclose under oath their relatives in government up to the fourth civil degree of relationship.

Deputy Ombudsman Pelagio Apostol said public officials who lie in their SALNs will be charged with perjury and falsification of public documents. Forfeiture proceedings will also be filed in court against officials whose assets and net worth are not proportionate to their lawful income, he said.
