Angeles council: Stop illegal collection of passway fee

ANGELES CITY -- The city council has asked the executive department of the local government to conduct an investigation regarding the illegal collection of passway fees on quarry trucks along the circumferential road in Barangay Cutcut here.

The city council, through a resolution passed on Tuesday, asked Mayor Edgardo Pamintuan, to stop all stations within the territorial jurisdiction of the city that allegedly exact road users tax.

Councilors Maximo Sangil and Carmelo "Pogi" Lazatin Jr. asked city treasurer Juliet Quinsaat if the City Government dispatched collectors in the area.

Quinsaat disclosed that the city has no stations erected along the circumferential road because the Local Government Code prohibits the collection of passway fees and road users tax.

Lazatin said that members of the City Traffic Enforcement Office were spotted manning a passway fee station in Barangay Cutcut.

"Kung hindi tauhan ng city yung mga nangogolekta dun, sino ang mga yun?" he asked Quinsaat.

The two-kilometer extension of the circumferential road is covered by three barangays-Telabastagan in City of San Fernando, Cutcut in this city, and Calibutbut in Bacolor town.

Sangil said the road should be maintained by individuals or groups collecting passway fees in the area. "Anggiang reng anak a ala pang isip mangolekta tatapalan da la reng busbus among kulkul keng dalan."

He also asked the city engineer's office to maintain the section of the circumferential road, which is part of the city.

City Engineer Donato Dizon said that the circumferential road is a "national road" and its maintenance is under the Department of Public Works and Highways (DPWH). However, he vowed to implement relief projects to cover the potholes along the road.
