Guv launches ‘One Pampanga Health System’

GUAGUA -- Governor Lilia Pineda launched Wednesday the "One Pampanga Health System" through the implementation of the Hospital Operations Management Information System (HOMIS) held at Diosdado P. Macapagal Memorial Hospital (DPMMH) here.

"The One Pampanga Health System is an important legacy of my administration which provides efficiency and innovation in the delivery of quality health care services for the people of Pampanga," the governor said.

She said with the implementation of HOMIS, all provincial and district hospitals in the province will be inter-connected to the provincial government and will be supported by a one health information system which provides effective and quality health care services by providing timely, relevant and reliable information.

Dr. Eddie Ponio, DPMMH administrator, said HOMIS is a milestone that brings innovation that would result to smooth and speedy delivery of medical services including computerized PhilHealth collection.

Dr. Marcelo Jaochico said HOMIs is part of the "Kalusugan Pangkalahatan" of the Department of Health (DOH) geared towards providing quality hospital operations and services.

"HOMIS is a reliable scheme that produces reliable and quality services which contribute to the development of our hospital operations," Jaochico said.

Dr. Leonita Gorgolon, regional director of the DOH said the objective of HOMIS is to support the hospital management for effective and quality health care by being specific, measurable, assignable, realistic and timely (SMART) in the delivery of health services.

"There is continuing collaboration between DOH and the Provincial Government of Pampanga to properly deploy and further develop HOMIS," she added.

Ryan Concepcion, information technology consultant of the provincial government, said the HOMIS is a computer-based system or software developed by the DOH, through the National Center for Health Facilities Development and Information Management Service. The development and implementation of HOMIS is a defined information systems development strategy under the Hospital System Reforms of the DOH.

HOMIS is developed to systematically collect, process, store, present and share information in support of hospital functions. It provides real-time operations monitoring, up-to-date and granular statistics and shared support services.

"It empowers hospitals to be more efficient that would result to savings during day-to-day operations of all district and provincial hospitals. It is also an innovation which uses technology to reduce duplication of data, information and functional assets," he said.

"HOMIS consists of three phases, namely patient management, service provision and administration modules," Concepcion said.

The patient management module supports the outpatient and emergency room consultations, admission, discharge, billing, payment (Cashier System), medical records, Philippine Health Insurance Corporation claims processing, medical social services and referral system requirements.

The services provision module ensures the efficient provision of clinical services to the patient throughout the hospital stay, including nursing care or ward, pharmacy, laboratory, radiology, dietary, central stock room and other ancillary services.

Phase III, or the administration module, meanwhile, is the management support and includes budgeting, obligations accounting, procurement management, human resources management, materials management, fixed assets management, general ledger, accounts payable, and other financial and administrative systems.

However, Concepcion said the processes of Phase III or the administration module is a work in progress and will be implemented soon by the DOH. (Joel P. Mapiles/Pampanga PIO)
