Uproar in treasury over lost ‘cedulas’

AT LEAST 10 employees of the Cebu City Treasurer’s Office (CTO) are facing an investigation over the loss of 10 stubs of community tax certificates (CTC) with an aggregate amount of P50,000, possibly more.

City Treasurer Diwa Cuevas said her office will not take the incident lightly in order to prevent it from happening again.

Two of the employees being investigated have been reported to the Waterfront Police Station.

The investigation on the lost CTCs is being handled by the City Legal Office after the Human Resource and Development Office (HRDO) referred the incident to them.

Cuevas asked that the employees not be named, pending the results of the legal office’s investigation.

In an interview yesterday, Cuevas told Sun.Star Cebu that the two individuals reported to the police are cashiers in the CTC division.

One of them, Cuevas said, failed to remit seven stubs with an estimated amount of at least P30,000.

She said the stubs got lost in January yet but it was only discovered recently after one of the liquidating officers of CTO found that one of the cashiers still has unremitted CTCs.

Their supervisor then asked the cashier to account for the missing stubs but the cashier failed to do so.

Quick deposit

“Supposedly, the collections of the day should be deposited intact the following day. Dili man ma-deposit intact kay sila mismo di ka-liquidate. (But that couldn’t be done because they failed to liquidate),” Cuevas said.

A few days before Holy Week, Cuevas said, they found four out of the seven stubs inside a trash bin with an aggregate amount of P19,000.

Nakit-an namo didto sa iyang (cashier) basurahan mismo. Gitape-an ug ayo (We found the stubs in the cashier’s trash can. These were held together by tape),” she said.

It was then that CTO began investigating the matter.

Cuevas said they learned that the same cashier failed to remit several stubs of CTC also totaling to P19,000 in the last quarter of last year.

As for the involvement of the other cashier that was also reported to the police, Cuevas said she served like an “accomplice” in failing to report that there was an employee with an unremitted CTC.


Cuevas said that the person was supposed to make the daily statement of collections and accountable forms.

Siya (second cashier) ang tigdawat sa mga bayad sa cedula. Nganong wa man siya nisulti nga wa diay ka-remit ning usa? Ilang gitago (She was supposed to receive the cedula payments. Why didn’t she say that someone had failed to remit? They hid this),” Cuevas said.

She then asked the two cashiers about the missing CTCs and the thrown stubs but they denied any involvement.

Ingon sila gibinuangan kuno sila. Naa kuno’y nagbinuang nila. Ako giingnan, ‘Ngano gud binuangan mo?’. Ayaw gyud anang ingnon kog gibinuangan kay masuko gyud ko (They said someone wanted to get them in trouble. But why would anyone do that, I told them. That excuse makes me angry),” said Cuevas.

Aside from the two cashiers, Cuevas said that five other employees under the CTC division are being investigated including the supervisor, two liquidating officers and some employees from the cash receipts division.

Na-involve na lang gyud ni silang tanan kay nganong naabot aning pagkahitaboa. So naa’y negligence. (Nearly everyone got dragged into this, otherwise this wouldn’t have gotten so bad. There was negligence) There are lapses,” she said.


Cuevas said they reported the incident to HRDO several weeks ago. Yesterday, she made a follow-up and learned that the HRDO referred the matter to the legal office for investigation.

Asked where the cashiers are now, Cuevas said they have been transferred to another division of the CTO, to keep them from receiving any funds during the investigation.

She said she wanted to teach those involved a lesson. “I want them to know that this office means business. Kung makasala sila (If they do something wrong), they have to answer for it,” she said.

Cuevas said, though, that the supervisor and another head of office already refunded, using their personal funds, the entire P50,000.

On why the refund was not made by the two cashiers, Cuevas said the burden of the “immediate restitution” of the missing amount fell on the bonded officers of the CTC division.

Pending the results of the investigation, Cuevas said her office is revisiting the functions of the workers at CTO to prevent the same incident from happening.
