Dynamic Builders bags garbage deal

DYNAMIC Builders Construction Philippines Inc. was declared the lowest calculated and responsive bidder for the P193-million, 12-month garbage collection, hauling, and landfill management contract with the City of Bacolod starting January 2015.

The Bacolod-based firm has a bid offer P192. 33 million, or a difference of P669,000 from the project cost of P193 million.

City General Services Officer Jerome Solinap, chairman of the Bids and Awards Committee, said the declaration of Dynamic Builders as the winner came after the failure of IPM Construction and Development Corp. to file a motion for reconsideration following their disqualification in the first stage of the bidding process.

The BAC conducted a bidding, with the expiration of the garbage hauling contract of Manila-based Enviroking Corp. with the city on December 31.

Only the Dynamic Builders owned by the Yanson family, and IPM Construction from Manila participated in the bidding conducted on December 22. IPM Construction was disqualified due to its failure to meet the required specific equipment.

Solinap said that since the IPM did not file a motion for reconsideration, their disqualification became final.

“Thus, we declared Dynamic as the bidder with the lowest calculated bid. After that, the Techical Working Group conducted a post-qualification. and submitted a report, stating that Dynamic Builders qualified especially in the requirement of skip hoist track that IPM failed to meet,” the BAC chairman said.

The BAC then passed a resolution declaring Dynamic Builders as the one with the lowest calculated and responsive bid, Solinap added.

He said the next move is for BAC to issue a notice of award which will be signed by Mayor Monico Puentevella, stating that Dynamic Builders will sign a contract and post a performance bond with the city government.

“We will serve this notice on Monday. The city mayor will then ask an authority to sign from the Sangguniang Panlungsod (City Council), and granting the SP will authorize him, the SP will then pass a resolution, authorizing the mayor to sign a contract,” Solinap said.

He added, “Once that authority is signed, it will be sent back to SP for ratification. After ratification, the same will be sent back to the City Mayor’s Office for issuance of notice to proceed. Once the notice to proceed is issued, the Dynamics Builders can start operating on January 1, 2015.”

Mario Macabidang, IPM vice president for business development, had said they will file a motion for reconsideration because they want the BAC to consider their track record.

He said IPM’s license category is AAA (triple A) with a size range of Large B which means that they have the capacity to contract projects from P150 million to P300 million, or more which is higher than the requirement of the city for a Large A company.
