P77M set aside for Dole's livelihood, employment program

THE Department of Labor and Employment (Dole) in Davao Region has allotted some P76.97 million for the Dole Integrated Livelihood and Emergency Employment Program (Dileep) for 2015.

Dileep is an initiative of the agency that is aimed at contributing to the government's agenda of inclusive growth "through massive job generation and substantial poverty reduction and reduce the vulnerability to risks of the poor, vulnerable, and marginalized workers."

The program has two components, the Integrated Livelihood Program or the Kabuhayan Program and the Emergency Employment Program or the Tulong Panghanapbuhay sa Ating Disadvantaged or Displaced Workers (Tupad) Program.

Sherwin B. Manual, information officer of Dole-Davao, told Sun.Star Davao in a phone interview that some P68.97 million will go to the Kabuhayan Program while P8 million for the Tupad Program.

Manual said they are targeting some 4,200 beneficiaries for the Kabuhayan Program, which is a grant assistance "for capacity-building on livelihood for the poor, vulnerable, and marginalized worker."

"Kauban na diha ang mga parents of child laborers ug mga bottoms up budgeting (BUB) o Grassroots Participatory Budgeting (GPB) projects ng mga local government units (LGUs) (This also includes the parents of child laborers and the BUB or GPB projects of the LGUs)," he said.

The program will provide beneficiaries working or start-up capital for the setting up of their business or enterprise; training on how to start and develop their livelihood; social security through enrollment in the SSS, Philhealth, or micro-insurance for the first three months; and continuing technical and business advisory services.

On the other hand, Manual said the Emergency Employment Program or the Tupad program is Dole's assistance to workers who were displaced by either man made or natural disasters. The program is also for those who are underemployed or unemployed and those who were laid-off or terminated as a result of permanent closure of an establishment.

Assistance given through the Tupad Program include payment of salary equivalent to 100 percent of the prevailing private sector minimum wage in the area or locality; coverage under group micro-insurance for the duration of the work contract to be shouldered by Dole; Personal protective equipment and long-sleeved Tupad t-shirt, which shall be mandatory in high-risk and hazardous works; basic orientation on safety and health and; free skills training.

Manual said Dileep is one of the major programs of the agency for 2015.
