‘Dios Amahan’ faces sanitation violation

THE National Bureau of Investigation (NBI) 7 found another reason to keep alleged cult leader Casiano Apduhan in jail.

Heda Largo of the Provincial Women's Commission (PWC) said that a complaint for violation of the Code on Sanitation of the Philippines or Presidential Decree 856 was filed against Apduhan last month.

The case will be heard next month.

The basis for the case is the skeleton found in Apduhan's basement during the search conducted by the NBI last March 26.

Chapter 21 of the Sanitation Code provides for the proper disposal of dead persons.

Section 90 prohibits burying the dead anywhere except in authorized places like the cemetery or a memorial park, while section 91 provides for burial requirements including the issuance of a death certificate by a government doctor.

NBI 7 operatives raided Apduhan's house in Sitio Laray 3, Barangay Buanoy, Balamban after receiving complaints that a woman was detained in his house for five years while a boy had been buried in a tunnel under the house.

Cases of serious illegal detention, illegal possession of firearms, murder, child abuse and violation of the Anti-trafficking in Persons Act for allegedly not paying the salaries of his workers have earlier been filed against the alleged cult leader.

Prosecutors recently realized that there is a sixth case since authorities found the body of Angelo Repuela in Apduhan's house, a violation of the Sanitation Code.

One of Apduhan's lawyers, Nikki Alcordo, refused to comment on the new case, saying it has been filed and Apduhan was already arraigned.
