Mayor to DPWH: ‘Fix S. Osmeña Blvd. quickly’

CEBU City Mayor Michael Rama wants the road concreting project being implemented by the Department of Public Works and Highways (DPWH) 7 on S. Osmeña Blvd. fast-tracked.

This is because the mayor sees the situation in the area as a “crisis.”

In an interview yesterday, the mayor said S. Osmeña Blvd. is prone to accidents due to the many craters on the road brought about by the road concreting works.

This is among the things Rama had observed following a walk-through yesterday. The mayor was accompanied by Vice Mayor Edgardo Labella, other City Hall officials and the City Traffic Operations Management among others.

“There has to be an intervention done in that area. It has to be approached as if it is in crisis,” Rama said.

Also, the mayor fears the road condition and traffic situation on S. Osmeña Blvd. will worsen in the event of a heavy downpour. The North Reclamation Area is easily flooded during heavy rain.

MANNY boulders can also be seen along the stretch of S. Osmeña Blvd. since DPWH is removing the road’s old concrete.

“There will be trouble if there will be rain. It will be too much,” he said.

Asked if he will not be temporarily closing the road to hasten the DPWH’s concreting project, Rama said there are no plans yet.

The mayor said, though, that there will have to be asphalting and clearing operations on the road.

The concreting project at S. Osmeña Blvd., which costs more than P100 million, was implemented in March last year yet. The project stretches 2.5 kms.

DPWH 7 originally wanted a road closure for the whole stretch, but Rama relented after business establishments complained.

After his inspection yesterday, Rama met with representatives of the project’s contractor WT Construction, SM Prime Holdings and the Cebu Ports Authority among others to discuss how to address the problem.

The mayor said he would be making another walk through at around 5 a.m. to check further the road situation.
