Engineers ‘negligence’ blamed for boy’s electrocution

An engineer of an electric company was charged for the death of an 11-year-old boy, two weeks after the latter was electrocuted in Barili.

SPO3 Marcelo Quevedo, chief investigator, said they filed a complaint of reckless imprudence resulting in homicide against Efren Arcana, an area engineer, before the Office of the Cebu Provincial Prosecutor’s Office last Friday.

An unidentified lineman was also named as respondent in the complaint, which will undergo preliminary investigation, to allow Arcana to answer the allegation.

The affidavit was signed by John Marcon Montemayor, the father of victim Siegh Kierulf, a grade 5 pupil.

In a phone interview, Quevedo said they filed the complaint against Arcana because they saw negligence on his part, causing the death of Siegh Kierulf last Oct. 24.

The investigator said the respondent failed to check the condition of the electrical post.

The boy was walking along a fishpond dike before the incident happened in Sitio Plaza, Barangay Japitan. He later held on to a guy cable wire, which got tangled with a live wire.

A neighbor, Rodrigo Alindajao, pulled the boy and suffered minor injuries after the electric shock threw him off, but he survived.

Before the filing of the complaint, the victim’s family reportedly reached a settlement with the electric company, but the police could not confirm this as they failed to see the official document. (KAL)
