‘Cebu City schools can’t join parade’

STUDENTS representing public schools in Cebu City will not be allowed to join the Sinulog grand parade next year still, Councilor Dave Tumulak said.

In an interview yesterday, Tumulak, who also serves as chairman of the Sinulog Foundation Inc. (SFI) executive committee, said the directive of the mayor earlier this year disallowing students to join the grand parade is still in effect.

“We just have to be clear that during our SFI meeting with organizers, we reiterated the instructions that students will not be allowed to join to avoid disrupting their classes. We will check if they follow the instructions,” he told reporters.

The directive does not apply to the schools from the province that will be joining the Sinulog sa Kabataan sa Lalawigan and the grand parade.

Tumulak said those who will not follow the directive will be reported to the board of directors of the SFI and to Mayor Tomas Osmeña for action.

However, in a Facebook post, Apas Barangay Captain Ramil Ayuman challenged the Department of Education (DepEd) Cebu City after students of Apas National High School were used as dancers of the contingent that the barangay mayor’s office (BMO) in his barangay organized for Sinulog 2018.

“Please check these students of Apas (National) High School who were used by BMO during their practice session for the Sinulog,” he said in a post.

The same post has a photo of the memorandum issued by DepEd Cebu City Schools Division Superintendent Bianito Dagatan dated Oct. 4, 2016, disallowing public schools from joining the Sinulog sa Kabataan sa Dakbayan to avoid disruption of classes.

In a separate interview, Dagatan said DepEd did not prevent any schools from cooperating with barangay activities, but they are still not allowed to join Sinulog or any festivals.

If the barangays opt to join the Sinulog, Dagatan said, students can join as residents but not as students.

“Our office did not prevent any schools to cooperate with barangay activities. However, since our schools are not allowed to join Sinulog, hence, it follows schools shall not participate in any festival. It does not single out any barangay schools. It is for all. If barangays organize or participate in Sinulog or other festivals, students as residents of the barangay may join as barangay residents not as students,” he said. (RVC)
