All of these issuances have beneficial impact and importance to citizens of Mabalacat City. Noteworthy is City Ordinance No. 49 which mandates communal-urban gardening program on idle lands/open spaces of subdivisions, residential areas either private and public lands in consonance with the city's clean and green program, organic agriculture act of 2010, ecological solid waste management act of 2000 and the Philippine Clean Air Act of 1999.

If this City Ordinance No. 49 is faithfully and religiously implemented and observed, the surroundings in the city will be well-kept and maintained. There should be a task force which should closely monitor implementation of this ordinance.

A cursory look at City Ordinance No. 49 will disclose that the Committees to implement it have been designated and I don’t see any reason why it should not be religiously and completely implemented.

There are more beneficial issues emanating from the Sangguniang Panlungsod, presided over by city vice Mayor Christian Halili and assisted by SP members Gerald Guttrie Aquino, Roland Pena,

Moises Dwight Oliver Morales, Amauri Tiglao, Rogelio Yumul,
