Amendments pushed for car park law

A DAVAO City legislator is proposing some amendments to the ordinance giving special tax incentives to land owners and developers who will build parking facilities for public use.

Councilor Diosdado Mahipos said there must be a substantial distinction of years of tax incentives for open parking space and those which will develop car park buildings for two-storeys and above.

"For open parking space without buildings, proposed is two years exemption and those who will build car park buildings two storeys and above will be given five year exemption," Mahipus said.

Mahipus also asked Davao City Investment and Promotions Center officer-in-charge Lemuel Ortonio the basis of the length of the incentive.

In his response, Ortonio said this is the idea they arrived at to get the landowners, and building owners interest to invest into parking spaces.

Mahipus also sought to study the possibility of allowing business activities on the ground of the car park buildings, as long as the upper floors are over and above the spaces provided by the National Building Code.

Based on the draft ordinance, it excludes parking spaces required under the National Building Code.
