President Rodrigo Duterte earlier issued Executive Order No. 28, providing for the regulation and control of the use of firecrackers and other pyrotechnics devices.

Executive Order No. 28 states that local chief executives are authorized to promulgate the necessary rules and regulations on firecrackers and other pyrotechnics devices within their territorial jurisdiction in conformity with the national standards, rules, and regulations.

Chief Inspector Lester Leada, deputy chief of Operations and Plans Unit of BCPO, said firecrackers such as baby rocket, bawang, el diablo, judas belt, paper caps, pulling of strings, sky rocket or kwitis, small triangulo, and other types should be used in identified firecrackers zone of the barangay.

He added that only pyrotechnic devices, which utilize visuals such as colored lights, flames, smoke, sparks, flashes are allowed within the house.

Violators of EO No.28 will be fined P20,000 to P30,000 or an imprisonment of one to six years.

Leada said anybody can report the name of the violators to the nearest police station.

“The complainant can take photos or videos for the filing of charges

against the violators,” he said.

Leada noted that barangays who failed to submit their lists will be given until this week to comply.

“If they fail to submit, it means they are not interested to use firecrackers within their barangays,” he added.
