Tell it to SunStar: Federalism a welcome move

THE initiative of the Duterte administration to shift to a federal form of government is a very much welcome move as far as I am concerned. Though the idea was hatched and peddled by some congressmen and senators before, it is only now that the move is given much impetus.

However, there are politicians who are skeptical about it. They are afraid that the federal form might not suit our culture as a people and shifting to might have dire consequences on governance.

But it is said that, “We could never discover new oceans if we are afraid to lose sight of the shore.” Right?

What impresses me most with federalism is the way wealth is distributed. Under our present setup, 70 percent is remitted to the national coffer while 30 percent only is left to the local LGUs.

Because of the imbalance, much money accumulates at the top and the crocodiles in the persons of unscrupulous congressmen and senators have a heyday finding fraudulent ways to pocket millions.

The present setup therefore is very conducive to corruption while in the federal form the money in the national coffer is more or less just enough for the maintenance of government’s needed expenditures, corruption is minimized if not totally obliterated.

The world’s biggest economy, the United States of America, has a federal form of government. Also, the European Union’s biggest economy and richest country, Germany, has a federal government. Besides, it is said that if we have a system or plan and it doesn’t work, revise. After it’s implementation and still it doesn’t work discard or throw it away and work on a new system or plan.

The present set-up of governance have been with us for so long but it has given us problems like corruption, drug addiction and other societal ill. It’s time for a change. Let’s go federal.--Jose Goc-ong Hortelano of Biasong, Balamban, Cebu
