DPWH contractor might be blacklisted after fatal accident

TALISAY City Mayor Eduardo Gullas plans to blacklist a private construction firm from handling projects initiated by the City.

In a press conference yesterday, Gullas said he will not accept any application to bid from AR Adlawan Construction Inc. after a 29-year-old man died when he fell off one of the firm’s excavations last Sunday.

“As long as I am mayor of the city, dili sila kakuha og contract diri sa Talisay,” Gullas said.

Clarification

But Talisay City Engineer Gamaliel Vicente clarified that AR Adlawan has no existing projects with the city since Gullas assumed office in 2016.

SunStar Cebu tried to get the contractor’s side on the issue but calls to its office were left unanswered as of press time yesterday.

Gullas told reporters that the incident has left a mark on him, especially that it happened on his city.

He said the City has always advised the contractor to implement safety measures at their construction sites to avoid accidents.

He said it is not enough for a contractor to place a caution line around a site. Early warning devices that motorists can spot easily should be in place.

Gullas also called the attention of the Department of Public Works and Highways Second Engineering District to take action against the contractor.

In a separate interview, Vicente said that the incident could serve as a basis for the City to blacklist the contractor.

He said they can question the contractor’s failure to place precautionary measures during construction, which is required.
