I AM normally a silent person but I am simply compelled now to voice out my disappointment similar to what other people are feeling with the Cebu traffic enigma.
As an ordinary concerned citizen, I believe there is a need to contribute ideas with prayers to help alleviate the situation.
Underpass (like the SRP “tunnel,” as some people may erroneously call it, unless it passes underwater), flyover, bridges and various railway transits (just like Manila) are only like rearranging marbles inside a jar with little or no effect.
The increasing number of marbles (motor vehicles) are seemingly just squeezed inside the same jar (Cebu City road networks). Common sense will tell us what will happen eventually.
I suggest a two-pronged approach to deal with the traffic problem: limit motor vehicle ownership and increase the Cebu City area geographically.
I am not a lawyer but option 1 may run counter to Section 1, Article 4 of the Bill of Rights under the Philippine Constitution, hence we may have option 2 left.
I have two suggestions to expand Cebu City geographically: develop the Cebu City mountain area just like the Victoria Peak in Hong Kong and reclaim the sea between Cebu and Mactan islands same as in the Netherlands, which reclaimed 1/6 of the nation’s total land area or about 7,000 sq. km.
With the right planning, mountain development may still be environmentally friendly.--Ed Claros of Talisay City
