Solinap: Bayoneta an asset

BACOLOD City Acting Administrator Jerome Solinap said that Bacolod City College (BCC) Administrator Johanna Ann Bayoneta would be an asset to his office once her transfer formally takes effect.

Mayor Monico Puentevella had issued a memorandum order, directing Bayoneta to leave her post as college administrator and report to the City Administrator’s Office effective November 10.

Bayoneta was detailed by the mayor to the People's House due to several issues raised by the Board of Trustees (BOT).

Solinap said he will designate Bayoneta as assistant city administrator as he believes in her qualifications.

However, he has yet to talk to her because she is still on leave, he added.

Solinap said that Bayoneta will be very helpful in assisting him, citing her knowledge, ability, and skills in public management and administration.

She will be very effective, Solinap said.

Despite the controversies against Bayoneta, Solinap said he has nothing against her because he already knew her since the time of former Mayor Oscar Verdeflor. Bayoneta used to be his staff under the City Mayor's Office, he said.

“We have a good working relationship,” Solinap said.

Solinap said Bayoneta can start her functions as soon as she reports to the City Administrator’s Office.

Acting administrator

Meanwhile, Teresa Villanueva has been named acting BCC administrator effective November 10.

Executive Assistant Ramon Viva said Friday the memorandum was received by Bayoneta’s assistant Elias Elias after the Board of Trustees (BOT) meeting Tuesday.

Villanueva is a master’s degree holder and headed the vocational department of BCC.

Viva said Puentevella sought a legal opinion before he re-assigned Bayoneta.

According to Puentevella, one of the reasons for Bayoneta’s reassignment is that the BOT has been “after her neck” for years.

In her legal opinion, lawyer Elnora Orola-Abaygar said the designation of an OIC can only be made on a vacant position.

There is a need for the reassignment of the current college administrator for any designated position, provided no diminution in rank, and salary will be affected by virtue of the reassignment.

Orola-Abaygar added that personnel movement whether through reassignment or detail will only be allowed for a maximum period of one year as provided under Civil Service Commission Memorandum Circular Nos. 2 and 21.

In addition, the designated OIC must meet the qualifications of a college administrator provided under City Ordinance No. 629, Series of 2013, or the amended Bacolod City College Charter, she said.

Viva said Bayoneta will assist Solinap since she was once assigned at the City Mayor’s Office as in-charge of administrative matters.

Meanwhile, Viva said the BOT passed a resolution acknowledging the Supreme Student Government president as a member of the Board.

This was one of the issues raised by the students of BCC, who staged a protest Tuesday demanding that BCC be freed from politics.

The students claimed that they have no representative in the Board along with the alumni association. (CNC)
