PAY comfort rooms in the Benguet’s capital town will soon be regulated said La Trinidad Councilor Roderick Awingan through a proposed ordinance.
In the proposed ordinance, there is a need to promulgate the necessary guidelines and procedures for the operation and maintenance of the pay toilets as an economic enterprise, while providing basic services for health and sanitation needs of the public.
“These toilets need to be clean, dry and hygienic, complete with various amenities, accessories and facilities, located conveniently, well maintained and equipped with a proper waste management system,” Awingan said.
The proposed ordinance caters to all existing pay toilets located at La Trinidad Vegetable Trading Post, 1993 and 2002 public market building, municipal parking area, Municipal Police Station, municipal stage, Barangay Betag-Strawberry Farm Area, Strawberry Valley Hotel and Restaurant and any new pay toilets owned by the municipality upon the declaration of the Sangguniang Bayan as an economic enterprise.
The chair on the committee on tourism said guidelines in the operation and maintenance of the pay toilets include structural requirements, sanitary maintenance, toilet facilities, and time of operation.
One of the requirements set for pay toilets include only water carriage system of toilet be maintained by the Local government unit (LGU), connected to an individual septic tank.
All toilet have sufficient lighting and ventilation.
The time of operation for the vegetable trading post and valley hotel and restaurant set to open for 24 hours while the remaining pay toilet areas set from 7 a.m. to 6 p.m. as time of operation.
The charges and fees collected for the use of pay toilets must be pursuant to the provisions of the revised revenue code.
A staffing pattern for the pay toilets creating an administrative officer and a revenue collection clerks for all the existing pay toilets.
Moreover, a Pay Toilet Management Committee will be made to facilitate the immediate repair, maintenance and improvement of all pay toilets and prepare the development business plan.
