DAVAO City mayor Sara Z. Duterte-Carpio said the barangay elections in the city will be non-partisan.
"In barangay elections, there will be no partisan politics, what we are doing now is that we are waiting for the filing of the (certificates of) candidacy for those who will run, and we do not encourage or discourage anyone who will run as captain or kagawad. It is a personal decision of a person, so that he will wholeheartedly enter public service because it is not easy to be kapitan or kagawad. We are just waiting for the deadline to know who will run," she said.
She said with this, there won't be a problem if the possible candidates are a member of Hugpong ng Pagbabago or not.
"As of the moment there are no discussions yet with regards to [the inclusion of barangay captains to the] Hugpong ng Pagbabago (HNP) because we just filed the petition to the Commission on Elections, so we do not know yet if our petition to create a regional party will be approved or disapproved," she said.
Duterte-Carpio last February has sought the support of four governors of Davao Region and organized HNP, a regional party for a combined support for the President Rodrigo Duterte's programs and hasten its implementation.
Meanwhile, Duterte-Carpio also instructed police officers to strictly implement rules to avoid violence during the campaign period.
"There should be a strict implementation of gun ban in the barangays during the election period and even during the counting of the ballots," she said.
She also reminded the electorate not to forget their responsibility in maintaining peace and order despite the fact that there is a strong competition between their bets.
"We request everybody to follow the ordinances and rules of Davao city, and it does not mean that because there is a strong competition during the barangay election, we will forget our responsibility to be good residents of Davao city," she said.
She also reminded the soon to be candidates not to resort to cheating.
"May I remind everybody that maybe we should not think of supporting cheating practices because you won’t have dignity on your win if you cheated. Once you win, you should have the pride that you really are the one who was chosen and was selected through a majority vote of the residents. You will not like it if you can hear someone call you a fake barangay captain," she said.
Based on the guidelines for the May 14, 2018 Barangay elections, the official filing of the certificates of candidacy is scheduled for April 14, 2018 (Saturday) to April 20, 2018 (Friday) from 8:00 a.m. to 5:00 p.m. at the Comelec office.
The campaign period will be from May 4 2018 until May 12, 2018.
The election day will be on May 14, 2018 (Monday) from 7:00 a.m. to 3 p.m.
The gun ban will start on April 14, 2018 and last until May 21, 2018.
The liquor ban will be imposed on May 13, 2018 to May 14, 2018.
