BIR 13 welcomes new chief to CV

THE new Bureau of Internal Revenue (BIR) 13 director vows not only to achieve its collection target for the year but also to improve taxpayer satisfaction and strengthen good governance.

BIR Cebu welcomed last Thursday lawyer Eduardo Pagulayan Jr. as the officer-in-charge of BIR 13.

He was previously assigned as the regional director of BIR Negros Island Region (Bacolod City). He replaced lawyer Aynie Mandajoyan-Dizon, who took his place.

Pagulayan said he will implement a number of programs and strategies to make the agency productive and efficient in terms of tax collection and tax payer satisfaction.

BIR’s collection target for this year is at P2.04 trillion. BIR 13 has a target of P31.3 billion.

The new BIR 13 chief also vowed to continue its tax education campaigns as well as increase levels of awareness and tax compliance through information dissemination following the implementation of the Tax Reform for Acceleration and Inclusion (Train) law.

Pagulayan warned those that are not paying taxes correctly that they will face administrative and criminal sanctions through the Oplan Kandado and Run After Tax Evaders programs.

He said they will visit business establishments to check on their point-of-sale and cash register machines to improve compliance of registration by taxpayers using these machines.

“Non-registered machines will be apprehended,” he said in a statement.

BIR is also expected to implement the revision of the region’s zonal values of real properties.

“The revision of the region’s schedule of zonal values of real properties has long been overdue. The said update plays a pivotal role in the generation of taxes from real property transfers. The revision of the existing zonal values will reflect current real property valuations, taking into account the most recent actual sales, transfer and exchange properties,” he said.

Pagulayan said he will continue to strictly monitor withholding agents and use data-matching gathered under the bureau’s taxpayer reconciliation system to catch tax evaders. He said this system will enable them to catch those who are misdeclaring their income.

Other strategies, he added, is the taxpayer profiling and industry benchmarking, which will monitor and improve compliance of top taxpayers of the region by evaluating their tax payments using performance benchmarking within their respective industry groups. (KOC)
