Private landfill pushed in Binaliw

IF the Cebu City Council will approve, the developer of a private landfill in Barangay Binaliw can start working on their facility.

The Cebu City Zoning Board has approved the special land use permit of ARN Builders to develop a 10-hectare sanitary landfill in Sitio Kainsikan, Barangay Binaliw.

It will be the only operational private landfill in the city, if approved. The application for the special land use permit of ARN Builders is pending before the City Council.

Jose Guisadio, who is the officer-in-charge of the City Planning and Development Office (CPDO), explained that the developer has to secure a special land use permit, in keeping with the City’s land use policies.

Guisado appeared before the City Council yesterday in an executive session to give updates on the developer’s application and explain the process of securing the special permit.

Guisado told councilors that the barangay and CPDO have conducted a public hearing about the project to hear sentiments of the residents near the proposed site, including those from the neighboring barangays.

Binaliw is considered an urban barangay, with a population of 2,722 in the 2010 census.

During the public hearing, he reported, there were some objections made and some asked if the landfill would be fenced.

Sherwin Santos, project engineer and consultant of ARN Builders, has reportedly assured that the facility will follow all the guidelines in operating a sanitary landfill.

Santos said a pool of experts will build and operate the facility. It will have two pits where the garbage will be dumped.

The first pit will have a lifespan of five years before it may be filled up, while the second will have a projected lifespan of 15 years. Since the closure of its landfill in Inayawan, Cebu City has been hauling its trash to other sites, like privately owned landfills in the towns of Aloguinsan and Consolacion.
