LTO wants PNP, NBI satellite offices nearby

THE Land Transportation Office (LTO) is asking the Philippine National Police and National Bureau of Investigation to put up satellite offices nearby for faster release of clearances of applicants acquiring drivers license.

LTO's regional administrative officer Eleanor Calderon said in a media forum Wednesday that negotiations are still ongoing.

“For now wala pay assurance na ma-install ang ilang satellite office but we are working on it,” Calderon said.

The installation of satellite office came after the statement of LTO assistant regional director Macario Gonzaga who said that they are open to the idea of installing satellite offices for the agencies mentioned.

The LTO Davao recently released an order requiring all applicants for drivers license to submit clearances from the NBI and PNP as additional requirements that took effect last November 9.

Calderon said the additional requirements for the renewal of license came from a memorandum order signed by the LTO assistant secretary Alfonso Tan.

She said the memorandum order had not undergone any public consultation but appeals can still be made to amend it.

“There was no public consultation, it was an added requirement for those who apply for or renew their licenses or apply for new license. This is a democratic country you can always make an appeal and raise our concern. If you are not amenable to the new requirement, you can address to the assistant secretary of LTO lawyer Alfonso Tan,” Calderon said.

Calderon added that the reasons in adding the requirements were not specified in the memorandum order but in her point of view she said that it was probably to properly identify the applicant.

“The rationale behind was not stated but maybe in my personal opinion, we see that maybe it was just to probably identify the applicant because one applicant is maybe a criminal and one may wonder why he/she was able to get an identification card or license when he/she has a record,” Calderon said.

She said NBI and police clearances and medical certificates are the three necessary requirements for applying for a license and those who will apply for student permit will only be required of medical certificates.
