Capas distributes P86-M worth of vehicles, heavy equipment

CAPAS, Tarlac -- The local government unit of Capas, Tarlac headed by Mayor Antonio “TJ” Rodriguez, Jr. on Tuesday distributed some P86-million worth of service vehicles and heavy equipment to enhance the delivery of basic services to the people of the town.

The distribution of the 58 service vehicles and heavy equipment coincided with Rodriguez’s is State of the Municipality Address and the blessing and inauguration of the new façade of the Capas Public Market.

“We are proud that we were able to accomplish the acquisition and distribution of the vehicles and heavy equipment in a ‘single go’ as another humble gift to the people of Capas. From now on, there is no need to borrow heavy equipment nor be bothered by costly maintenance and repairs of our old and dilapidated vehicles as we can provide more efficient and optimum services,” Rodriguez explained.

This came in the heels of numerous unprecedented accomplishments such as being among the first local government unit in the country to win the first-ever Seal of Good Governance Award, the highest award bestowed by the Department of Interior and Local Government to best-performing local government units.

The vehicles and heavy equipment consist of three police motorcycles, two units ambulances, two vans, 12 4x2 multi-purpose vehicles, eight 4x4 MPVs, eight 4x4 pick-ups, one air-conditioned bus, 11 mini-dump trucks, three eighjt-cubic meter dump trucks, three 10-wheeler dump trucks, two fire trucks, one wheel loader and two back hoes cum loaders and diggers.

This first class municipality has made great strides in economic growth during the last five years under the administration of Rodriguez, who will seek his third and final term next year based on a record-breaking performance topped by making Capas the premier town of the province.

Its budget grew by P122 million from only P156 million in 2009 to P278 million this year or a 78 percent increase. Capas now has the biggest budget among all the 1st class municipalities in Tarlac province. By 2016 the town’s budget will be P310-million, registering a P154-million or a 98.7 percent increase over the 2009 level.

A major reason in the increase in the budget, according to Rodriguez, is the entry of 1,293 new businesses and investments during the period that resulted in the dramatic increase in business permit collections and revenues from local sources.

“We are proud that we were able to make our municipality very business-friendly which drew in a big number of new establishments and investments. Now we only have to sustain investor confidence so that our local economy will to continue to grow at the fast rate that we have achieved so far,” Rodriguez said.

Revenue from local sources grew dramatically by P39.6-million from only P24-million in 2009 to P63.7 million in 2015, or a staggering 164 percent increase.

Business permit collections grew by P35.4 million from only P44 million from 2005 to 2009 to P79.4 million in 2010 to 2015 or an 80 percent increase.

Real property collections also posted sustained growth from only P10 million in 2007 to 2010 to P15.6-million in 2011 to 2014 for a P5.6- million increase. Capas is a consistent topnotcher in RPT collections province-wide.

Present during the SOMA were Governor Victor Yap, Third District Congressman Noel Villanueva, Congresswoman Susan Yap, Pampanga Chamber of Commerce and Industry, Inc.
