Cordillera ranks 2nd in employee's compensation claims

THE Cordillera Administrative Region was ranked second with the most number of Employee's Compensation (EC) claims next to the National Capital Region (NCR), Pampanga, and Tarlac.

The hazards of working in the mining industry was cited by the Employees Compensation Commission (ECC) as a major reason why the Cordillera Administrative Region is among the top areas in Luzon with the most claims for workers’ compensation due to work-related injuries and disabilities.

Dr. Leopoldo Calimlim, an independent medical examiner in Baguio City, said data from the ECC shows occupational hazard is high among mining workers.

Calimlim said the mining industry employs the most of the EC claimants usually due to cases of hearing loss leading to deafness.

In the NCR and Central Luzon, most of the claimants are construction workers and farmers of Hacienda Luisita.

The employee's compensation program is in line with the call of the Department of Labor and Employment to keep the public abreast on the social protection and safe work programs to employees and employers in the private and public sector.

But Calimlim said there is a need for more intense information drive for the public to know their rights in claiming of EC benefits.

The EC program has three components namely: the preventive, compensation and rehabilitation services including the ECC-Quick Response and the Katulong at Gabay sa Manggagawang may Kapansanan or Kagabay Program.

The program implementation is thru the Social Security System (SSS), where employers are paying P30 pesos automatically when remitting premiums for workers.

The government program is designed to provide a compensation package to public and private employees or their dependents in the event of work-related sickness, injury or death.

Under ECC Board Resolution 15-11-48 processing time for Temporary Total Disability (TTD) shall only take about 5 working days, Permanent Partial Disability (PPD) and Permanent Total Disability (PTD) claim, 23 working days, EC medical reimbursement, 25 working days, payment for Rehabilitation Services, 12 working days, for Funeral benefit, 5 working days, and for Death Pension, 33 working days.

Calimlim explained the counting of the process cycle time starts from the day all required documents are submitted to SSS up to the release of benefits.

He added that EC claims cover all workers in private and public with employer-employee contract. The benefits are automatically paid by employers through the SSS contributions.
