City to fence Inayawan landfill, declare it under state of calamity

TO prevent another incident inside the facility, the Cebu City’s Department of Engineering and Public Works (DEPW) will fence the 15-hectare Inayawan Sanitary Landfill.

The facility will be fenced until City Hall implements a development project at the facility.

After a fire broke out in the area last Friday, DEPW chief Jose Marie Poblete said there is a need to secure the place.

“We really need to fence the landfill to prevent the entry of unauthorized people who may cause another incident there,” he said.

Last Friday dawn, a fire hit the landfill, burning at least 3,000 square meters of garbage.

It took 11 hours for firefighters to put out the fire.

Investigators have yet to determine the cause of the fire, although they initially believed a cigarette thrown into the dump started it.

State of calamity

Poblete said once the landfill will be placed under state of calamity, they can start the procurement of the materials for the fence.

“We are hoping that we can charge the fencing expenses under the calamity fund because it will really be a disaster for the City if we cannot cordon it,” he said.

Calamity fund

The declaration of state of calamity will allow the City to utilize its calamity fund for whatever purpose related to addressing the concerns related to the fire.

The Cebu City Disaster Risk Reduction Management Council (CCDRRMC) has already recommended the declaration last Friday.

Tomorrow, the City Council is expected to convene in a special session to approve the declaration.

Since the landfill was closed last January, Mayor Michael Rama ordered that all operations at the facility except for a plastic recycling will be stopped and unauthorized people not be allowed inside.

“As soon as we can get the approval, I will start preparing for the material estimates of the fencing,” Poblete said.
