Neda approves P7.2-B Clark airport terminal

CITY OF SAN FERNANDO -- The National Economic and Development Authority (Neda) approved last week the construction of the P7.2-billion terminal building at the Clark International Airport (CRK) in Pampanga.

In a statement over the weekend, Socioeconomic Planning Secretary Arsenio Balisacan said that the Neda’s Investment Coordination Committee (ICC) on Thursday gave the green and go for the start of the construction of CRK’s low cost carrier passenger terminal building, which will be built by the government.

Balicasan added that the new CRK terminal project would be up for further discussion in another Neda board meeting and would be taken up with President Benigno Aquino III for approval.

The new terminal building would be able to accommodate about 15 million passengers annually.

The Bases Conversion and Development Authority (BCDA) and Department of Transportation and Communications (DOTC) earlier approved the Clark railway project.

The two agencies agreed to proceed with the construction of the Tutuban-Malolos-Clark leg of the $6-billion North-South Commuter Railway project.

BCDA president Arnel Casanova said that the Clark link to the Malolos railway will be undertaken through a public private partnership (PPP) and joint venture mode.

The project secured government approvals and licenses from different agencies, according to Casanova.

The DOTC will conduct the bidding in June, a month after the terms of reference are published in May, he added.

The Clark rail segment, which would connect from Malolos, Bulacan, is expected to cost around P177 billion. The Tutuban extension will cost another P200 billion, according to the DOTC.

Casanova said the BCDA will provide the land for the project, including substantial areas for commercial development in every station.

The agency will also provide some 100 hectares in Clark Green City for transport hub and Clark railway depot.
