WHENEVER he sets his heart to a purpose, he goes for it with passion.

This is what makes Alex Cauguiran a dependable political ally and a respected leader in this part of Pampanga.

Until he argued his advocacy before Sen. Grace Poe and Sen. Chiz Escudero, long after local business and local officials vainly harped on Clark airport development, nothing has been done about it. His meeting with the two recently brought phenomenal results.

The Presidential-VP tandem has responded swiftly by filing resolutions in the Senate to legislate measures for the airport agenda and other matters.

This singular achievement of Cauguiran, City Mayor Pamintuan's chief of staff, has brought accolade and renewed public focus to his erstwhile dormant "Move Clark Now" movement.

Cauguiran's MCN, established in 1999, is the original spirit behind all local advocacy groups for the Clark development agenda.

What has compelled the Poe-Chiz duo to act with record speed by crafting Senate resolutions urging national government policies leading to Clark airport full utilization?

Politics, of course. The Metro Angeles area has become the mecca of national politicians and officials to jumpstart their campaign sorties.

Next to the Kambilan group of Governor Pineda, the Angeles-based Partido Abe Kapampangan (Abeka) commands the biggest votes in the province. Abeka's chief honcho is the former firebrand anti-Marcos activist Cauguiran, the fellow behind another freedom fighter's (EdPam) phenomenal political victories as city mayor.

The MCN energized the spadework for Clark conversion and development into an economic zone, now a free port. When Alex rallied local media and the citizenry to his stentorian call for the airport's full utilization before the two senator-aspirants, Grace and Chiz lost no time in reacting positively to the Abeka chief.

In contrast to other politicians seeking regional favor by paying lip service to the Clark agenda, the tandem immediately filed Senate resolutions for the full development and utilization of the airport.

The Poe-Escudero team beat the Roxas-Robredo tandem to the draw by officially declaring their policy of making the airport as an "alternate international gateway."

Cauguiran has prepared and presented a well-studied proposal for the government as regard the Clark airport development through the Dual Airport System and the non-imposition of of travel tax in all airports of the country except Manila.

Alex was former vice president and chief operating officer of the Clark International Airport Corp. where he established remarkable records in investment promotions, bilateral talks leading to agreements, and successful ventures in airline operation under Pres. & CEO Victor Jose Luciano.

After a well rounded experience in legislative and administrative work at the City government, Alex was encouraged by party mates and friends in the private sector to run for vice mayor. He soon realized there are certain things which are not to be.

He sublimated his nascent dream of being vice mayor by pouring his passion to expand and strengthen the Abeka. It is now the major political party of northwest Pampanga, with core membership and enormous influence in the Metro Clark area.

As the Abeka's spiritual head, City Mayor Pamintuan continues to have a busy schedule receiving and being courted by senatorial candidates, Presidential teams, pressure groups, and campaigners of all colors. He is frequently sought after as resource speaker abroad, and locally as guest lecturer in good governance.

He does not need to campaign for reelection. His good performance is his most effective way to win Angelenos.
