Oro deputizes transport groups to ease traffic

THE Cagayan de Oro City Government has deputized transport groups to assist the traffic law enforcement in the city.

A Memorandum of Understanding (MOU) was signed by Mayor Oscar Moreno, Cagayan de Oro’s First Taxi Drivers Alliance (Cafitada) and National Confederation of Transport Workers Union (NCTU) in Mindanao during the flag raising ceremony at the City Hall, Tuesday morning.

Task Force Hapsay Dalan (TFHD) chairman Jose Edgardo Uy said that the MOU designs limitations and the extent of the deputation.

“Ang message gyud ani is dunay positive effect kung public mismo mo-collaborate sa government kay lisod pasagdan ang govt unya ang public magpabadlong. Mas maayo public motabang para paspas ang reformation and recovery from what is undesirable to a situation nga ideal nga atong tan-awon in the future,” Uy said.

About 68 officials of the different transport groups have been deputized.

Uy said these deputies cannot apprehend and issue citation ticket to erring motorists and other traffic regulation violators.

“Dili sila kadakop pwede later i-authorize sila. But for now unsay incident sa dalan pwede sila mag coordinate sa RTA, mga ingon ana nga condition,” Uy said.

The deputized personnel will not receive compensation or allowance since they are volunteers.

Uy said the city and the Roads and Traffic Administration (RTA) have no liabilities should deputized agents involved and encounter incidents.

“Kung duna ila ma-encounter nga incident walay liability ang city and RTA kung naay incident nga involve sila,” Uy said.

Uy said deputized agents will be issued with identifications (IDs) and should inform the RTA before conducting operations.

“Magpahibalo sila if naa silay operation kay sa RTA nga side kay para naay available manpower makatabang sa ila. But we cannot expect them nga full time kay volunteer ra man sila,” Uy added.

Uy warns these deputies to avoid abusing their power as deputized agents of the RTA.

“Daghan man mo-complain kung ilang abusaran so investigate nato,” Uy said.

Uy said these transport groups as deputized agent could help in manning the streets especially during peak hours.
