May power ba ang MTRCB over internet?
As of now the law is not adjudicated to give us jurisdiction over that. There are many things that we also have to ensure, for example, what if yung server nasa labas (abroad)? In the U.S., they have the online decency act. However, in the case of Reno vs. ACLU (American Civil Liberties Union) I think in the `90s, kasi ganoon na sila ka-advance, the law was declared unconstitutional kasi pag sa internet parang broad na daw masyado. Ang naging reaksyon sa Amerika at ibang countries is “let’s strengthen the parents.” Yung parents ang i-empower natin. Dito pumapasok yung “Matalinong Panonood.’ After all, ang parents ang nasa forefront to form criteria for their children.
So far, what’s the biggest achievement of your administration?
Actually, it’s the achievement of all the board members and it’s our bringing to the Filipino family yung ratings system. This was started by the administration of Senator Grace Poe but pinaigting natin. Makikita n’yo na yung trailers for instance ay may sarili ng rating. Ang isa ring sinusulong namin ngayon at pinag-aaralan kung kailangan ba yung G-Rating ay i-divide pa into two sub-categories. Kasi may feedback na sometimes may mga content na bagay lang from one to six years old at meron namang content na bagay sa mas matatanda. So, siguro yung continuing achievement namin is yung on the ground talaga kumbaga meron kaming koordinasyon at feedback from outside world.
Ano pang gusto mong gawin as MTRCB chairman?
Siguro yung rating system ay mapalaganap pa at magamit ng bawat pamilyang Pilipino at iba pang sektor. Halimbawa, meron kaming partnership with the AFP, magkakaroon po kami ng memorandum of agreement with the Philippine National Police, dahil matagal-tagal na rin silang umaawit sa amin dahil yung concern nila sa depiction ng mga police sa media, and at the same time kami rin ang bridge ng media sa nasabing sector o ng pamahalaan. Also, yung maging more globally competitive. Ang standard ng MTRCB natin ay pareho sa ibang bansa o mas higit pa.
Yung reklamo ng PNP sa “On The Wings of Love” sa ABS-CBN, kung saan nag-striptease si James Reid at pinusasan pa habang nakasuot ng police uniform, may binigay ba kayong sanction doon?
Ang MTRCB is not over persons but programs only. In the case of Soriano vs. Laguardia ni-nullify ng Supreme Court yan, kasi yung mga suspension dati kay Pastor Eli Soriano na na-suspend ay person. Sabi ng korte suprema mali yun. Actually, ang MTRCB, bago pa namin natanggap ang reklamo ng PNP, we already called the parties for dialog. Kami ang nag-mediate. ABS-CBN and the PNP and their PIO came into agreement. No. 1, there was an apology stated mismo sa program. And ABS-CBN promised to be more conscious of the depiction of PNP. Kasi may law e, may executive order sa panahon ni Pangulong Erap pa. There’s a revised penal code on the use of uniform. But with that nagkayos naman sila. Ang hugot line daw kasi ng OTWOL doon nahuli ka ng puso ko.
Wala na bang reklamo laban sa mga noontime show?
We have not received lately kasi may mga mekanismo sila e. For example during the last semester together with my students we visited It’s Showtime. Nagkaroon ng observation. My mechanism sila, whenever there is na parang danger doon sa dialog, kasi difficult ang live e, pag live that’s automatic PG, unless there’s a special reason. There was a program before na adjudicate sa amin for one month or so, SPG at saka review siya araw-araw, kami ang nahirapan. So pag ganyan, they’re on their guard, meron mga self-regulatory measure, where yung kapwa host will either change the topic or may sasalo, and they’ve been implementing that.
Yung billboard noon sa concert ni Vice Ganda sa Cebu pinatanggal kasi malaswa daw. What’s your stand on that?
Kung may tampo ang isang lugar or if they strongly feel about it, maybe the subject may also reach out para magkaintindihan. They also have to be wary on our sensibilities. I myself I’m Visayan, I’m from Capiz and Jaro, Iloilo kaya alam ko kung bakit mas sensitive tayo pagdating sa mga ganyan.
Sa tingin n’yo sino ang mas sikat na loveteam ngayon?
Pareho naman sila lahat maraming fans. Pero ang advantage lang siguro ng Jadine e nakukuha nila yung A-B market dahil marami silang fans na Atenista e. Hindi naman yan nagre-reflect sa survey kasi yung A-B doon nanonood sa pay per view.
Like your predecessor, may balak ka ring tumakbo sa pulitika?
I’m a legal professional and I also teach. Let’s focus first on what we’re doing here. At saka tapos na yung filing ng COC `e. (laughs)
