Iloilo Council mulls sanitary toilet ordinance

THE Iloilo City Council is planning to draft an ordinance that will apply to existing and future buildings and structures with a toilet.

The Iloilo City Sanitary Toilet Ordinance requires owners and proprietors of establishments that offer access to toilets to observe and maintain adequate provisions of toilet facilities in places classified as open to public and their customers.

Councilor Candice Magdalane Tupas sponsored the draft of the ordinance on first reading on February 16.

Tupas, a practicing physician by profession, was appointed by President Benigno C. Aquino last month to take the place of her husband in the City Council.

Councilor Nielex Tupas was appointed as national executive director of the National Youth Commission.

The councilor said the City Government is dedicated to protect and promote the health, sanitation, and welfare of its people as well as its visitors and tourists pursuant to the provisions of the 1987 Philippine Constitution and the Local Government Code of 1991.

The places covered by the ordinance are shopping mall or centre with shops, supermarket and wet market, eating establishment and food center such as restaurant, coffee shop, hawker centre food court, bar, nightclub, discotheque, pub and karaoke house, conference hall, cinema, theatre, convention hall and exhibition hall, park and plazas, transport terminal, gas station, community center or community club, stadium and sports hall, public swimming pool, hotel, resort, schools and universities.

Tupas said the ordinance provides the minimum standard requirements in the construction, maintenance and operation of public toilets in the city.

Tupas will lead a team next week inspecting the facilities of public toilets starting at the city public markets, plazas, and other public buildings owned and operated by the City Government.
