Partylist hits Palace for GOCC bonus

MABALACAT CITY -- A partylist group has condemned the statement issued by Malacanang that the performance based bonus of Government Owned and Controlled Corporation (GOCC) employees is in accordance with the standards being implemented by the Governance Commission for GOCCs (GCG).

The Anakpawis issued its statement following the GCG approved the request of performance-based bonus for Social Security System (SSS) executives amounting to millions of pesos.

"The reality that SSS big bosses to get millions of pesos of bonuses, counterposed to the rejection of the pension hike is socially unjust and defy the very common sense among us Filipinos," Anakpawis party-list Representative Fernando Hicap said in a statement.

The group said that the SSS should be primarily serving the interest of its members that is pinnacled by its pension delivery to retirees.

The improvement in collection claimed by the doubly compensated SSS president and chief executive officer Emilio de Quiros, Jr. is actually self-serving and does not reflect better service to its members.

“De Quiros only relates better performance with the inflow of funds but not the rendering of pension of benefits to retirees which is the exact attribute of a private corporate executive and not of a GOCC supposedly serving the people,” Hicap said.

De Quiros’ claim is prejudiced as Bayan Muna Representative Neri Colmenares bared that they fared miserably with a collection rate of only 38 percent and a standing collectibles of P325 billion.

He said that in 2010, SSS executives also received P200 million in undeserved “retirement” benefits, while in 2014, it was reported that 34 executives earned P116 million.

Colmenares is the primary author of House Bill No. 5842, that proposed the P2,000 increase in pension of members.

“If it is towards their own pockets, government favor is lightning fast, but if it is for the public interest it is vetoed or blocked, SSS is plagued with bonus-addict, fund-parasites executives,” Hicap said.

The Anakpawis blamed President Aquino for appointing De Quiros “for this continuing disservice to the public.”

The Anakpawis Partylist called for public support on HB 5842 and overriding of Aquino’s veto of the P2,000 pension hike.
