Capitol disaster body forms league of municipal disaster managers

THE Provincial Disaster Risk Reduction and Management Council (PDRRMC), during its full council meeting last week, established a league of municipal disaster managers called “Protocol sa Liga sa mga local DRRM sa Sugbo.”

The league is composed of municipal disaster officers, who will serve as the first responders during calamities.

“It’s the first time in our country that there is a league of local disaster risk reduction officers... diri sa Sugbu (here in Cebu),” said Cebu Gov. Hilario Davide III, who presided the PDRRMC meeting.

PDRRMC Head Baltazar Tribunalo said that the league will work this way: if there is a storm or fire in a certain place, the first to respond would be the town’s local DRRM officers with the help of the neighboring local disaster officers that are not affected by a disaster. The responding team is expected to bring resources like manpower, financial and technical.

Tribunalo added that the local DRRM would take charge of the preparedness, emergency response, capacity-building and relief operation.

The league has been divided into three clusters: north cluster, south cluster and central cluster.

For example,Tribunalo said, “When Tabuelan asks for help from PDRRMO in Capitol, Bogo City and Tuburan (disaster) officers will immediately respond. So, before PDRRMO reaches the area, Bogo and Tuburan are already at the disaster site.”

The league, Tribunalo added, will also be extending assistance to other provinces in the region.
