Survey: 1 in 10 youth is an OSY

ONE in every 10 young people in Northern Mindanao is an out-of-school youth, according to a nationwide survey on literacy and education.

A survey was conducted by the Philippine Statistics Authority (PSA) in Northern Mindanao on children and youth called the Functional Literacy Education and Mass Media Survey (FLEMMS).

According to the survey in 2013, 9.8 percent of the children and youth in Northern Mindanao or at least 180,908 are out of school.

Meanwhile, the National Capital Region has 10.3 percent; Cordillera Administrative Region, 7.1 percent; Ilocos, 9.9 percent; Cagayan Valley, 8.7 percent; Central Luzon, 11.6 percent; Calabarzon, 9.7 percent; Mimaropa, 11.2 percent; Bicol, 8.6 percent; Western Visayas, 10.1 percent; Central Visayas, 10.6 percent; Zamboanga Peninsula, 11.3 percent; Davao, 12.2 percent; Soccsksargen, 12.3 percent; Caraga, 11.3 percent; and the Autonomous Region for Muslim in Mindanao at 14.4 percent.

The 2013 survey covered around 36 million population in the Philippines aged between 6 and 24.

The FLEMMS defined OSY as children who are not in school and young people who are not attending school, has not finished in any college or post secondary course but isn’t working.

Survey results also showed the top three main reasons for not attending school. For females, these reasons are marriage (36.2 percent), insufficient family income (17.0 percent) and housekeeping (13.7 percent).

For males, the reasons are lack of personal interest (33.1 percent), insufficient family income (22.7 percent) and illness and/or disability (12.2 percent).
