2 foreigners caught for different offenses in Cebu City, Talisay

TWO foreigners were arrested and jailed–one for allegedly causing trouble in a mall in Cebu city, and the other for an estafa case.

Blaming it on drunkenness, an Israeli man went amok inside a disco bar, then ran out ranting and kicking a glass wall on the third level of Mango Square Mall on Gen. Maxilom Ave., Cebu City.

Sagi Guetta, 23, caught the attention of security guard Rey Lazaga because of the alleged “trouble he has done.”

Lazaga informed operatives of the Police Station 2 on Osmeña Blvd. He was found positive for drunkenness, after a test at the Cebu City Medical Center.

Causing trouble while drunk in any public places in Cebu City is a violation of City Ordinance 1929, which penalizes the violator regardless of his or her nationality.

A complaint of damage to property was also lodged against him for kicking one side of the establishment’s glass wall.

In Talisay, law enforcers arrested an Indian man based on an arrest warrant issued against him in St. Carmen Village, Barangay Poblacion at 8:15 p.m.

SPO3 Arian Carillo, who was accompanied by PO3 Oliver Ortega during the operation, said that Harpreet “Happy” Singh, 34, was named in an estafa case for allegedly duping and taking away the money of the complainant.

The arrest warrant was issued last March 29. A bail was recommended at P24,000.

On the same day, a 19-year-old bagger of a supermarket chain in downtown Cebu City was detained for allegedly trying to steal the debit card of a woman last Friday afternoon.

A footage from a closed-circuit television camera caught bagger Cirilo Baylosis Miñoza doing the alleged offense, according to apolice investigation.

Nicomedes Briones, 32, brought Miñoza to the Waterfront Police Station on Arellano Blvd. to have him detained for theft past 1 p.m.

The footage showed Miñoza discreetly taking the EastWest Bank debit card of Catherine Pepino Bandana, 25, from the locker room.

Bandana told the police she was surprised when she could no longer find her debit card. When she checked its balance online, Bandana found out that at least P4,200 worth of load was missing in her bank account’s savings balance.
