NEGROS Occidental Governor Alfredo Maranon Jr. said Monday that they asked for the help of the Department of Interior and Local Government (DILG) in coming up with the draft of the Implementing Rules and Regulations (IRR) for the Negros Island Region (NIR).
The governor said he has talked to DILG Undersecretary Austere Panadero to ask for his assistance.
“The draft will be more than a memorandum of agreement (MOA),” Marañon said in reaction to the statement of Negros Oriental Governor Roel Degamo, who asked that a MOA be signed first between the two provinces as a safeguard that will ensure that his province will not be put at a disadvantage.
Marañon said the DILG will create a working committee for the draft and he will also ask former governor Rafael Coscolluella to assist in making the IRR draft.
President Benigno S. Aquino III already gave his approval to the NIR.
During his visit to Negros Occidental last week, the President said he “agreed with the (two Negros governors) that they will present a draft of the proposed IRR.”
He said the IRR will be “incorporated into an Executive Order to make this a reality.”
“As soon as I receive that, I will sign the Executive Order creating the (Negros Island Region),” said Aquino who added that he expects it to happen in the coming weeks.
