Oro, MisOr release bonuses for employees

EMPLOYEES of the Cagayan de Oro City Government began receiving their mid-year bonuses Monday, May 16, while officials and workers in Misamis Oriental Provincial Capitol are set to receive starting this month till year end.

The release of the bonus for City Hall employees came after the announcement of Mayor Oscar Moreno during Monday's flag raising ceremony.

Regular employees of City Hall were first to receive their bonuses while casual employees got theirs on Tuesday, May 17.

The bonus is equivalent to an employee’s one month salary.

The release was in accordance and compliance of the executive order 201 signed by President Benigno Aquino III stating that employees who have served not less than four months from July 1, 2015 to May 15, 2016 with satisfactory performance ratings are entitled to receive bonuses.

Meanwhile, employees of the provincial government will receive half of the year-end bonus anytime this month while the release of step increment increase for qualified employees is scheduled for release by July.

Emano also announced that by December 1 this year, officials and employees of the provincial government will get a windfall as they will receive their the 4th tranche increases.

Emano also ordered that uniform allowance, balance of the year-end bonus and the 13th month pay will be released before the year ends.

"I wished you could have had it earlier. However, our treasury was hemorrhaging badly when I took over some three years ago. This is why I beg for your understanding," Emano said.

Emano himself set the guidelines for the releases saying the lowest ranking employees qualified to get the financial bonanza must be the first to get it.

The across the board salary increase in four tranches was started by the Department of Budget and Management in 2011 through local budget circulars.

Misamis Oriental failed to complete the four tranches, doing only two tranches up to 2013 and after he took office the same year, Emano eventually implemented the third tranche by virtue of local budget circular 97.

"In turn, I ask you my dear government workers to continue with what we have been doing from the very start of my first term which is austerity in everything we do," Emano said.

With the implementation of the salary hikes, the lowest paid Misamis Oriental employee would now be getting about P9,000 per month while highest paid like department heads would get some P58,000 per month.

The budget for the incremental increase which is about P2 million for some 1,000 employees is already embedded in this year's budget.

Some P2 to P3 million which are being sourced from salary savings of various offices and would benefit over 1.500 employees.
