Talisay transition teams meeting

TALISAY City Mayor-elect Eduardo Gullas is set to meet today with outgoing Mayor Johnny De los Reyes to initiate the formal transition process.

Dr. Jomar Rubio, who heads Gullas’ transition team, told Sun.Star Cebu they want to meet with De los Reyes to ensure the smooth turnover of power to the incoming administration.

The meeting was set after De los Reyes ordered Engr. Christine Homez, City Planning and Development Coordinator (CPDC) Office chief, to immediately establish a transition team in behalf of the outgoing administration.

Aside from Homez, the transition team from the outgoing administration will also be composed of City Hall department heads.

Rubio said that one of the things they want to know is whether there are dealings incurred by the outgoing administration that Gullas might inherit.

He also wants to know if there are still available funds left for the City once the outgoing administration exits in July.

The creation of transition teams for local government units is based on a memorandum circular issued by Department of Interior and Local Government (DILG) Secretary Mel Senen Sarmiento last February of this year.

The creation of a transition team is aimed at ensuring an effective turnover to incoming officials on June 30, 2016.

Each transition team will be headed by the local chief executive and will be composed of all department heads, a local DILG representative and a non-government organization or people’s organization representative.

The transition proceedings will involve the inventory of the LGU’s real or immovable properties, such as land, buildings, infrastructure facilities and improvements and machineries; and movable properties, such as vehicles, office equipment, furniture, fixtures and supply stocks.

The transition proceedings will also tackle assembling important documents or records belonging to the LGU and the turnover of accountabilities.
