Ucan to file Ombudsman case vs Baciwa

UTILITIES Consumers Alliance of Negros (Ucan) legal counsel Vicente Petierre said Thursday that they have decided to file a case against officials of Bacolod City Water District (Baciwa).

The case is due to the apparent inaction of Baciwa in their request for documents relative to the bulk water supply contract they signed with consortium Mactan Rock Industries Inc., TGV Builders, Inc., and Tubig Pilipinas Group Inc.

Petierre said they have been asking from concerned Baciwa officials, and Bids and Awards Committee officers for pertinent documents that can appraise Ucan about the said contract.

However, until now, they have not acted on the matter.

“We met on Wednesday and decided to file the case before the Ombudsman,” Petierre said.

He said they will file a complaint for violation of Republic Act 6713 or the Code of Conduct of Government Officials where under the said provision of law, any information asked should be responded within 15 days by the concerned government agency.

“We too are Baciwa consumers and we are entitled to know about the contract,” Petierre said.

Baciwa general manager Mario Macatangay earlier said that they could not just release the documents being asked by Ucan to maintain the integrity of the contract.

They can only read all the documents, but are not allowed to obtain photocopies, he added. (CNC)
