Neda board ‘yet to approve’ P7.2B Clark airport terminal

CLARK FREEPORT -- The board of the National Economic and Development Authority (Neda) has yet to approve the P7.2-billion budget terminal of Clark International Airport (CRK).

This was clarified by Clark International Airport Corporation (CIAC) president and chief executive officer Emigdio Tanjuatco III amid reports that the Neda board had already approved the project.

Tanjuatco said that what the Neda Investment Coordination Committee or ICC approved recently was the feasibility study for the low cost terminal development plan prepared by the Aeroports de Paris.

The Department of Transportation and Communications (DOTC), together with the CIAC, previously presented the ADP study and master development plan of Clark airport to the Neda-ICC.

"Actually, what was approved by the Neda ICC is the feasibility study of ADPI. That is the step before Neda board chaired by the President," Tanjuatco said.

"Lahat ng na-approve ng Neda ICC iaakyat sa Neda board for the President's approval," he added.

The Neda board is scheduled to convene at the end of May and the project will be presented by the DOTC, according to Tanjuatco.

"Hopefully maipasok natin by the end of May kasi may mga documents pa na dapat isama for Neda Board. Once it’s submitted to the Neda board, we are optimistic na maa-approve sya ng presidente," the CIAC head said.

After its approval, the project will be ready for bidding which will be conducted by the DOTC, Tanjuatco said.

"Sila (DOTC) and magko-constitute ng Technical Working Group (TWG) para magawa yung terms of reference (TOR)," he added. "Knowing the magnitude of the project, tingin ko DOTC ang magpapa-bid diyan eh."

Tanjuatco said the project will start during the last quarter of 2015 if the TOR and bidding process are completed within two to three months.

"Kasi ang target [project completion] naman is 2017," he added.

The total budget for the new Clark airport terminal is P7.2 billion and the DOTC allotted P1.2 billion for this year, Tanjuatco said.

"Siguro that (initial funding) will constitute land development, clearing, parang preparation nung area. And then next year, depende sa DOTC kung magkano naman ang ia-allot nila," Tanjuatco said.
