Capitol reviews budget for SSL4 implementation


THERE is a big possibility that the Provincial Government of Negros Occidental can fully implement the Salary Standardization Law (SSL) 4 this year, with the confirmation that it has not reached the budget ceiling for Personal Services (PS) in 2015.

Second District Board Member Salvador Escalante, chairman of the Provincial Board committee on finance, budget and appropriation, said Monday that Governor Alfredo Marañon Jr. has directed Provincial Accountant Merly Fortuto to review the funds as soon as possible.

Escalante said the initial review showed the Capitol has spent only 44.5 percent of its budget for PS, which is below the 45 percent ceiling.

“If we go below 45 percent of the ceiling for Personnel Services that will be the basis to appropriate funds for the implementation of the Salary Standardization Law 4,” he said.

Escalante added that under the current budget of the province, not all positions are filled up which means there are vacant positions.

Last April 18, the Provincial Board unanimously approved the resolution providing authority to the governor to implement the salary standardization in partial scheme since the province cannot fully apply it after reaching the PS budget ceiling, which is 45 percent of the total annual budget. (TDE)
