Margot lifts leave suspension

CEBU City Acting Mayor Margarita “Margot” Osmeña lifted her memorandum ordering the recall of applications and approved leaves of absence of City Hall employees.

She signed a new memorandum dated May 31 that revoked her May 18 memorandum cancelling all the applications and approved leaves of absence.

“For reason that transition is getting into normal condition, you are hereby informed that the memorandum dated May 18 is hereby revoked. Any application for leave of absence shall be processed according to the guidelines under the Civil Service Commission and Cebu City Human Resource and Development Office (HRDO) rules,” said Osmeña.

She then ordered the HRDO to ensure that all applications and approval of leaves of absence of City employees will comply with the rules and regulations.

The new memorandum took effect last June 1.

Osmeña ordered the cancellation of all applications and approved leaves of absence a day after assuming the post as acting mayor. She issued the order after learning that almost all the key officials from different departments of the City were out.

Concerns

Osmeña had wanted to meet with them on concerns of some offices since she was preparing for the smooth transition of the current administration to the next administration.

The transition team wants to know the financial condition of the City as well as conduct an inventory of personnel and properties.

On July 1, Osmeña will be turning over the management of the City to her husband, Mayor-elect Tomas Osmeña.

Acting Mayor Osmeña will be the one to turn over City Hall following the suspension of outgoing Mayor Michael Rama, Vice Mayor Edgardo Labella and 12 councilors over the release of P20,000 each in calamity aid in 2013. Their suspension will last until June 30.

Along with the new memorandum she issued, the acting mayor said that any employee of the City who wishes to retire can start processing their retirement documents.

“I already signed many retirement requests. I don’t know (if it is an early retirement or not) basta they will retire okay lang,” she said in a news conference.
