IDMB chief reportedly failed to run after village chiefs who didn’t return vehicles

INVESTIGATION and Detective Management Branch (IDMB) Chief Aileen Recla was relieved of her position effective last Monday after allegedly failing to run after the barangay captains who didn’t return their City-issued vehicles.

Recla reportedly did not find any ground to arrest the barangay captains because there was no warrant and they were not caught in the act of carnapping the vehicles.

“It was an exemption to the law,” Deputy City Director for Administration, Supt. Artemio Recabo said in an interview with Sun.Star Cebu.

According to Recabo, Recla is now awaiting her re-assignment.

He said the Cebu City Police Office is reshuffling its units to accommodate the transition of power on June 30.

Acting Mayor Margot Osmeña filed a blotter report at the office of the IDMB last May 25 against 44 barangay captains for refusing to return their City-issued vehicles for inventory.

However, she said that it was only for record purposes and charges will not be filed if the barangay captains will return the vehicles.

Senior Inspt. Jesus Arong, the new officer-in-charge of the IDMB, said he was designated by City Director Senior Supt. Benjamin Santos to replace Recla as chief.

The Regional Admin Holding Center is now tasked to handle Recla’s case as they were her mother unit.

Sun.Star Cebu tried to contact Santos for his comment about the matter, but he didn’t answer.
