THE Provincial Government of Negros Occidental remained optimistic that President Benigno Aquino III will sign the presidential proclamation creating the Negros Island Region (NIR)- Regional Centers in Kabankalan City before his term ends on June 30.
The NIR-Regional Development Council (RDC) had earlier asked the Office of the President for an amendment of the proclamation to cull out 563 hectares from the school reservation of Central Philippine State University (CPSU) situated in Barangay Tagukon, at the boundary of Kabankalan City and Mabinay town, Negros Oriental.
Of the total area, 500-hectare is intended as site for the NIR Regional Centers and the remaining 63 hectares will be used by CPSU for its housing project.
Ma. Lina Sanogal, provincial planning and development officer, told Sun.Star Bacolod that the Office of the President has required additional details on the proposed development like the detailed technical survey from the Department of Health (DOH).
They are also asking for the survey of the Department of Public Works and Highways (DPWH), and the clarification for the authority for the Department of Environment and Natural Resources (DENR) to undertake the said housing project, Sanogal said.
“DOH Region 6 (Western Visayas) has already conducted the technical survey for health and sanitation last week, while the DPWH has yet to clarify what particular documents are needed by the Malacañang,” Sanogal said.
For the housing project, Sanogal pointed out that the housing project to be undertaken separately by CPSU was possibly misunderstood by the Office of the President thus, DENR will just have to discuss it.
The certification that the land has no pending claims has already been forwarded to Malacañang, she added.
“We are expecting the President or through his Executive Secretary to sign the proclamation before his term ends,” Sanogal said.
Concerned agencies are currently trying to resolve some “gray areas” which the Malacañang wants to be clarified.
