DPWH Usec Yabut designated as Acting Secretary

DEPARTMENT of Public Works and Highways (DPWH) Undersecretary Rafael Yabut has been designated as Acting Secretary of the department.

Outgoing Secretary Rogelio Singson has formally transferred the leadership to Yabut during the turnover ceremony held last Friday at the DPWH main office in Port Area, in Manila.

In his address to all officials and employees at today’s flag raising ceremony, the Acting Secretary challenged the DPWH team to join and follow President Rodrigo Duterte’s call for change by quoting the President’s inaugural address.

“I have no friends to serve and I have no enemies to harm, we only have a common good and the people’s well-being to collectively pursue,” he said.

Yabut also lauded the contribution of Singson and other employees of the Department for the accomplishments made in the past six years.

Present at the ceremony were incoming DPWH Secretary Mark Villar; Undersecretaries Emil Sadain, Romeo Momo, Maria Catalina Cabral, Raul Asis and Ardeliza Medenilla; and Assistant Secretaries Dimas Soguilon, Eugenio Pipo Jr. and Gilberto Reyes.

Villar is set to assume office either on July 26 or 27.

Yabut is a Rank 1 Career Service Officer. Before his early retirement last June 2015, he was the Undersecretary for Project Management Office Operations for Foreign-Assisted Projects of the DPWH.

He was the principal focal person in the implementation of DPWH Public-Private Partnership projects, Tollways/Expressways and other related facilities nationwide. He was also the alternate representative of the Secretary to the Toll Regulatory Board.

He was appointed as DPWH Undersecretary on January 14, 2008.

Yabut took up Bachelor of Science in Civil Engineering at Angeles University Foundation. After graduating in 1976, he took up Bachelor of Science in Sanitary Engineering at Holy Angel University and graduated in 1983. He completed his Masters degree in Public Administration at Angeles University Foundation in 1996. (FP/Sunnex)
