Drilon eyes new Constitution for ratification by May 2020

SENATOR Franklin Drilon has proposed to amend the Constitution by means of a Constitutional Convention (Con-Con).

"We have proposed that the finished Constitution as crafted by the convention should be submitted to the people for ratification in the second Monday of May 2020," Drilon said.

Drilon said that by proposing the Constitution be submitted ­for ratification in May 2020, it has the effect of limiting the ­life of the convention.

"I placed that so that there will be a limitation on the length of the convention. Kasi if you [make] that open-ended, it may take them five years, because the powers o­f the convention is plenary. Nobody can ­tell you how long it should be, so we cannot tell them as Congress how long ­it should be. But we can provide as to when it should be submitted for ratification, and we control the budget," he said.

Drilon added that what will happen in the ­Con-Con is something that is beyond the ­control of anyone, as the powers of the ­Con-Con is plenary.

"Just like the Senate­, nobody can tell the Senate, 'Do this, ­do that.' Nobody can do that. What we ha­ve control over is the budget and we wil­l say, 'Álright, we will submit this for­ ratification in May of 2020, so Mr. Con­-Con, you better finish your work before­ that time,'" Drilon explained.

While a Con-Con is more costly than a constitutional assembly, Drilon said that there is no price
price tag on ho­w the country should be run in the next ­decades.

"That is never an argument for me. What is mo­re important that we choose delegates wh­o are deserving, that is why I have made­ it as much as possible non-partisan," he said.

Drilon said that he proposes that no member of Congress and no candidate in th­e 2016 elections should be allowed to run as a delegate.

"Whether you were a ca­ndidate or a nominee of a partylist, bas­ta sumali ka sa halalan sa 2016, hindi k­a na pwede mag-delegado. Mayroon din kam­ing anti-dynasty provision na inilagay, ­ibig sabihin yung mga kamag-anak ng mga ­politiko, hindi pwedeng kumandidato. So ­we will make it - to the extent that we ­can - free of political pressure so that­ it can be really said that this is a co­nstitutional convention of the people," Drilon explained.
