Council members slam snail-paced roadwork

MEMBERS of the City Council on Monday blasted ongoing drainage work implemented by the Department of Public Works and Highways and the Baguio City Engineering Office.

“Isang taon na 'yang mga construction, matagal na naming kayong pinagsasabihan. First things first sayang yung ginugugol nating pera diyan,” Councilor Roberto Ortega said during Monday’s session.

Aside from the unending construction in the city, Ortega also noticed a lack of early warning devices in manholes and diggings.

“Almost every day may accident na nangyayari. Is it so difficult na takpan yung mga manhole, hihintayin ba natin na may mangyari ulit na aksidente,” Ortega said.

“Hindi ba yung motto niyan is to improve life and to prevent accidents. When something happens today let us solve the problem first before we move on to another. It seems like you have deaf ears nobody does anything about it,” Ortega stated.

Ortega said the diggings, if left uncovered and left to have no warning signs can pose as a threat to bystanders and passing vehicles.

“If you ask us help tumutulong kami kaagad, pero yung simpleng warning devices lang hindi niyo sinusunod. What are you doing people? Unless gusto niyo kami pa ang gumawa,” Ortega said.

Ortega then suggested the concerned agencies should utilize their volunteers to make warning devices to prevent further accidents.

Councilor Benny Bomogao also agreed the need for warning devices in the diggings while Councilor Mylene Yaranon asked the agency to create proactive measures rather than reactive.

The DPWH and the BCDEO is implementing close to a billion worth of infrastructure projects for 2016 in the Summer Capital.

In an earlier interview with District Engineer Alexander Castaneda, he said the said amount will fund 81 projects, where 39 are roads and bridges worth P319 million, four flood control and drainage works with a worth of P200 million, and 30 local infrastructure projects with P142.5 budget.

Of the 81 projects, eight will be implemented by the DPWH in the region with an aggregate funding of P256.6 million.

These are slope protection and drainage works including the construction of rain water collection facilities for primary roads in Baguio, particularly along Kennon Road, Harrison Road, Abanao Road, Quirino Highway, Magsaysay Road and Kayang.
