Iloilo City councilor says amendment needed for JVA on Parola terminal

ILOILO CITY – City Councilor Eduardo Penaredondo pointed out the need for amending some provisions of the joint venture agreement (JVA) between the City Government and Double Dragon Properties Corp (DDCP).

DDCP asked a 25-year franchise from the City Council to operate the newly built ferry terminal and City Mall shopping complex which the City Council is adamant to give due to some provisions of the agreement.

Iloilo City Mayor Jed Patrick Mabilog and City Legal Officer Daniel Dinopol have publicly declared the exclusion of the existing Ortiz and old Parola wharves from the JVA.

Penaredondo, however, said said Mabilog and Dinopol’s declaration were contrary to the JVA provisions that there should only be one wharf to serve the ferryboat services to Guimaras.

Furthermore, there is no provision for a big shopping mall at the area but only a component commercial complex to allow the displaced sidewalk vendors to sell their wares to ferryboat passengers.

Penaredondo, chair of the City Council committee on rules, ordinances, resolutions, style, justice and legal affairs, said the City Council membership has not yet decided to give a franchise to DDCP to operate and manage the new ferry terminal building.

Earlier, the City Government and Double Dragon Properties Corp. signed a JVA on October 12, 2012 , granting DDCP to built Iloilo-Guimaras Ferry Terminal in the city-owned lot at the Parola area.
